on May 21 and transmitted the engrossed and enrolled copies to the                                                              
Lieutenant Governor's Office for permanent filing:                                                                              
                                                                                                                                
         CS FOR SENATE BILL NO. 116(FIN) "An Act                                                                                
         making a special appropriation for energy assistance                                                                   
         for Alaska residents; and providing for an effective
